Public Hearings at Navsari ,Surat & Bharuch

This letter of protest be read with my previous e mails pertaining to the subject.
The appraisal report by by Bhagavathi Ana Labs Private Limited falls short in respect of
1.Showing its address ,ownership, contact numbers, names & addresses of different surveyors who are said to conduct different surveys, their professional and academic qualifications to undertake the job in question, dates of surveys, names of witnesses and their signatures,
- Details of fees paid to the surveyors,
- Details of fees paid to BALPL by either RGTIL or RIL,
- Declaration by BALPL regarding pecuniary interests of directors, officers of RGTIL, RIL, BP, Nico,
With these shortcomings, I allege that the entire appraisal is a table made, make believe story by the officers of RIL who cheated land & property owners in 2008-2009. These rightful owners were per force deprived of their rights and made subordinates , with all liabilities not linked with any right whatsoever , towards RGTIL. Government of Gujarat and ministers, land revenue as well as police officers thereof, collaborated with cheaters & fraudsters belonging to RIL and having loyalty towards only Mukesh Nita Ambani.
The premise of present project is based on RoUs referred to
here above is unconstitutional hence ultra vires.
If GPCB prefers to put aside this viewpoint it has to answer albeit in lieu of RGTIL & RIL-BP-Nico the following questions :
- Who is the owner of RGTIL & RIL? Who is the chairman/managing director/CEO of RIL? What is his/her residential & office address where any notice can be sent?
- What is the name of the contractor responsible for this project? What is his/her residential & office address where any notice can be sent?
- Who is the ultimate person to pay compensation in cases of damage to any one’s property?
- Will the manpower employed be casual, semi permanent or permanent ? It it not the fact that during 2008-2009 RIL deployed its staff for RGTIL work and hired retired class 1,2 & 3 land revenue and police department employees who posed as in office employees to coerce the erring property owners? Is it not true that these employees too were cheated by RIL officers in respect of payment of promised salaries and cash emoluments ? ?
- What will be the nature of machineries used? What will be the size of machines to be used in project implementation? What will be the area required for free movement of such machineries? Will be the size of such machineries proper enough to move ONLY in areas under RoU? What will happen to areas beyond RoU land limit?
- What is the expected life span of the pipelines already existing in lands under RoU? What will be the expected life span of the pipelines to be laid in lands under RoU? Who will give guarantee, warranty and assurance about the life span of pipelines in respect of blasts & explosions? Who will be responsible for damages? Will Mukesh Nita Ambani give written assurance to the effect?
- Has GPCB ever given proofs of RGTIL’s waste management during & after laying of pipelines in areas under RoU during 2008-2009.?
- Has GPCB ever bothered to make RGTIL & RIL law compliant in respect of statutory obligations? Will GPCB enlist the violations of central & state legislations by RGTIL & RIL during 2008-2009 ? Is the publication only of intent sufficient? What GPCB, RGTIL & RIL has/have to say individually & collectively regarding SCI’s 2011 judgment in a case pertaining to Trilok Sudhirbhai Pandya versus Union of India & others? What GPCB, RGTIL & RIL has/have to say individually & collectively regarding GHC-Gujarat High Court’s 2012 judgment in a case pertaining to Mahendrasinh Dilavarsinh Raj & others versus Union of India through secretary & others? What GPCB, RGTIL & RIL has/have to say individually & collectively regarding RTS case No.06/2011 in the court of Hon’ble Mamlatdar Navsari (Rural) pertaining to Bankimchandra M.Desai versus V.I.Gohil ,Competent Authority ,RGTIL, Surat? What GPCB, RGTIL & RIL has/have to say individually & collectively regarding Competent Authority ,RGTIL’s letter no.71of 05/02/2009? Is RGTIL or RIL ever compliant to RTI applications? Will RGTIL& RIL publish India’s unresolved cases of all RGTIL/RIL Victims at various district courts , high courts & SCI ? Is that the embodiment of RGTIL/RIL’s Corporate Social Responsibility ?
- Has GPCB,RGTIL & RIL ever published village wise data of claims of damages to public & private properties after the completion of laying of RGTIL Pipelines in 2008-2009? Who paid for damages to canals , nalas, roads & buildings owned by private property owner/s, government or respective panchayat ( village, taluka, district ) ? Has GPCB, RGTIL & RIL ever bothered to study & publish data regarding economic impact on RGTIL Victims including the present opponent ?
- Where is data regarding environment impact after completion of project in 2008-2009?
- What is the disaster management of the company vis a vis that of Government of Gujarat? Are district collectors equipped with the maps & pre-post explosion management? Recent ONGC blasts/explosions reveal the ‘management skills of all concerned.
- What sort of generation, of employment will be there? How many jobs are created after laying of RGTIL Pipelines in 2008-2009? How many individuals are employed from the families/villages having RGTIL’s RoU lands? To the best of knowledge of the opponent, main persons benefitted by RGTIL & RIL are advocates at district level , counsels at SCI & High courts ,retired government officers and children /relatives of in service government officers, politicians of all walks & colours of life including Narendra Modi & Sonia Gandhi !
- What are the details of RIL’s CSR-Corporate Social Responsibility in villages of RGTIL Gas Pipelines? What are areas where RIL Foundation is publicized as working? What are the pecuniary interests & benefits of Reliance Mart, Reliance Market & Reliance Mega Mall in that sort of CSR?
- What is the pattern of shareholders & stakeholders in RIL ? What is the pattern of shareholding of family of MN Ambani ? ? What is the benefit to RIL’s shareholders & stakeholders except the manipulated ratio of 1:80 or 1:90 in share value i.e . base value of INR 10 to market value INR 800-900. That too to help MN Ambani to retain the title of the Richest Beggar of India who is in race to become one of the richest men/women of the world !
Let us all RGTIL/RIL Victims of India unite to wish “Good Luck” to Unreliable Reliance to fleece us all and bleed India & Indians !

It is submitted that
A.Gujarati version of Bhagwati Ana Labs Pvt.Ltd’s appraisal report dated January 2015 is misleading in many respects.
B The black and white copy hides much of the data than it reveals,
C.The charts and tables are not sufficient to know the places from where the line will pass,
- It does not reveal the names and addresses of the contractor of the RGPL and chairman of RIL, the persons directly responsible for criminal tress passing and damages to third parties like me.
Please make it convenient to send the copy each of
- Multicoloured printed copy of the said report in original in English,
2 Award (referred to in the report) in English, giving Rights of Users to RGTIL .

Anna Hazare Appeals RGTIL Victims to Continue the Struggle PEACEFULLY:
Land Acquisition Amendment Bill is publicised as pro farmer bill. All should look in retrospect how SoGa-Raga-PriyaGa’s Congress and NaMo -Shah’s BJP collaborated to help RIl and Mukesh Nita Ambani’s piggy companies. Only in Navsari and Valsad districts as many as 70 seventy land losers are contesting the awards by the most corrupt Competent Authority namely V.I .Gohil.Two awards pertaining to two cases at Surat were struck down by the Supreme Court of India.All other awards could have met the same fate if the land losers would have prefered to contest.
Now the RGTIL ( a joint venture now of RIL,BP and Nico) desires to lay pipelines in lands whose Rights of Users are enjoyed by RGTIL under the awards by the same scoundrel C.A,V. I.Gohil.
The awards themselves are unconstitutuional. Let the SCI have the opinion of Gopal Subramanium, the name trusted and respected by all except NaMo@PMOIndia and Amit Shah !
At present the officers at district collectorates at Navsari and Valsad with a battery of mamlatdars ,nayab mamlatdars ,circle officers and talaties are doing overtime persuading farmers who stand to lose heavily.These revenue officers are overstepping in favouring RGTIL. It is not their duty to safeguard any company’s interests.

Anna Hajareji has taken cognisance of the issue and appealed all farmers agitating against RGTIL@ Government of Gujarat @Saurabh Patel @Dalal @ Mukesh Nita Ambani to persue the movement PEACEFULLY..

It is submitted with respect that
(1) Following my e mail to GPCB Office at Navsari , either GPCB or the company in question sent English copy of the appraisal report to selected panchayat offices,
(2) My letter of demand of requisite materials is yet not fulfilled,
(3) GPCB should not and need not function as RGTIL’s agent to safeguard its pernicious and malignant interests,
(4) Please read my email carefully and comply lawfully,
(5) If GPCB prefers to avoid third party litigants like me ,please make it a point to send explanations based on legal provisions for doing so,
failing which GPCB will be identified as a collaborator of RGTIL @RIL@Mukesh Nita Ambani !
i find GPCB’s predicament as very funny and amusing .
